Non-submission of PF

Dear Sir,
I worked in International Electron Devices Ltd, Ghaziabad from 28-09-07 to 31-05-08.
PF no provided by company is DL/7268/6701
But now when we tried to withdraw my PF then it came to know that company didn't deposit my PF in PF account.
My salary slips and clearance certificate is attached with this.
A PF is the saving of emplyee for future and if it is not available to him then why this PF scheme is compulsory. Please help me
