Unauthorized charge to my account

A charge of $19.95 was made to my MC account on 6/30/09. It wasnt authorized. I notice that you have a lot of complaints like this. Is this some kind of swindle? I want this charge removed and some notification to me that it has been removed. It shall be reported to the Texas State Attorney General.
