Sending illegal wrong information to customer

I had a message that 'CONGRAT, YOUR mobile no. HAS WON $500, 000, 00 IN THE 2009{loomis} INT mobile DRAW, TO CLAIM YOUR PRIZE CONTACT BROWN on 447010285536 EMAIL loomis16@live.com'.

I contacted that guy by cell but he tell to do that email. Is it fake or true Plz tell me.

Sir i also search about that no. and there are so many person complaining about that person on 'http://whocallsme.com/Phone-Number.aspx/447010285536'.
