Persistent delay in delivery of gas cylinders

I am a consumer of Lipi Gas Service, Sambalpur (Orissa) having card no. S-15740. Even after several requests and comlaints, there is delay in delivery of gas cylinders either on the pretext of faulty computer, unavailibility of delivery man or unavaility of gas. The gas service personnels have the plea that the billing is done only after 21 days of delivery. But even after lapse of more than one month, billing is not done. There is resentment of the public in large bringing bad repute to your company. Hence, necessary guidelines may be issued to such agencies as well as proper notice to public may be given for maintaining transparency.
