Delay in delivery and long pendancy of second cylinder sanction

I have got a LPG connection with IOC with No: 85280 and the distributor is Yemkay Gas Agencies, HPO Road, Palakkad-678001, Kerala. The delivery of Gas cylinders take more than one month and their reason for delay is shortage of supply. In my case the gas booked on 02/02 as No. 47 was supplied on 05/03. But I could not take delivery of the gas, since I had exchanged my empty cylinder for a gas filled cylinder with a neighbour. More than this, I did not get the second cylinder booked on 27/01 and the funny part of it is that the distributor has displayed in his office that the second cylinder has been given upto 31/12 with No. 265E. I would like to know the truth of all this in the backdrop of annoucements by our respected Petroleum Minister Mr. Murali Deora that the supply position has been normalised and the delivery of second cylinder would be done upto 31/12, with in the next two months.
