Transfer of connection

I am working in airforce and i have an LPG connection on my name in kerala.refilled cylinder distribution is not done by the agency for months, telling that its out of their distribution territory (15 km, as told by the distributor) and advised to transfer the connection to a nearbye agency.when contacted, the nearbye ageny denied such transfer, telling that transfer in same adress is not possible. i wnat to know how the transfer can be done and is there a need to deposit cylinder, for such transfer, as bothe are in different districts.i m loosing much time during my leave periods by running between the distributors.
