Delays in delivery

I booked for my refill on 19th Sep 2009 and was informed by the Supplier, Vijayakumar Agencies, Pammal that the refill would be delivered in 10 days. Again on 26th. when I checked up Iwas informed that it would be delivered in 3 days. Today when I contacted they informed that it will take 2 more days as there is no supply. I have my own doubts about the bonafides of the statements. I have a serious doubt that the domestic supplies are being misappropriated by the delivery boys, perhaps with the cinnaivance of the distributor. will the concerned authorities make secret inquiries and prevent any malpractices?
