Fraud in home delevery

I am a bonafide customer of Indange gas agency M/S Saroj Enterprises DDA Market, Vikaspur New Delhi-110018 with consumer no 25173. I have booked home delivery and this is several times that the delivery man take back the cylinder back saying that home locked or nobody there. They again ask me to book again. I think he sell these cylinder to hotels or dhabawala and this happens with the collusion of the gas agency. I want the agency to take the signature of the customer on the receipt while delivering so that it reaches to authorised only. Matter urgent, do the needful.
