Requirement ration card

Dear sir

I am customer of ioc lpg gas. i have applied for ration card. but the dealer is demanding ration card gas booking. I have given my voter id and notary public affidavit. Is it compulsory to produce ration card. I saw in a news paper that the government has relaxed the norms for production of ration card. sir please clarrify my doubt sir. thankyou
