Deducted more money on cancellation of e ticket

I booked the e ticket of my uncle from irctc.com

from H NIZAMUDDIN (NZM) to ERANAKULAM JN (ERS) in tatkal

but due to some prob i have to cancel e ticket

the ticket was costing Rs1958

but they just refunded me only Rs 414

it is written in there cancellation procedure that only 25%will be deducted for the cancellation of e ticket
