REFUND OF FAILED TRANSACTION-ONLINE BOOKING

I booked two tickets from Hyderabad to Nagpur on 03/07 ON THE INTERNET but the transaction failed due to system fault at the IRCTC website. The amount of money amounting to Rs. 668/- was, however, debited to my Andhra Bank card account No. 0207-7100-1101-5907. Their Failed transaction ID is- 0359388626 dated 03/07

On sending email to IRCTC they advised having sent the instructions to Andhra Bank for refund of the amount with the settlement ID No. 201107046513565 and receipt number 000109927581. But the refund amount has not yet been credited to my account despite repeated reminders to IRCTC. I have also been debited a sum of Rs. 12.38p on account of Railway transaction fee. Kindly help me to get refund of Rs. 668/- 12.38p.
