Not refunding my money

I Have hired a architect to amligation my shop through Jatin Butha & associate after giving a breaf details of my requiredment and required dockement Partly payement of Rs 25000 through cheque i handed to Mr Jatin Bhuta Owner of jatin Bhuta associate at his office in Bandra East. Mumbai.

Mr Jatin has promised me four week its almost ten weeks have passed Mr Jatin Bhuta is not comming with any reply Because of this delay my total bussiness is closed as this is the soul purpose of my income I have requsted Mr Jatin Bhuta but till date Mr Jatin Bhuta is not responding me nor answring to my Phone and also not avilable in his office.

Its my Humble Request If you could Please suggest me and do the needful.
