Ration card for booking cylinde

Sir,

Please clarify us whether local card is mandatory for even booking a cylinder for the existing customers.

Your dealer M/S Jay ahaspura gas distributor, Jamnagar, Gujarat, is insisting/demanding the existing customers to get the local ration card for booking a cylinder and says that there is no booking of the cylinders if we are unable to submit the copy of the ration card from the next month. No other IOCL LPG gas distributor is asking the existing customers for a ration card for booking the cylinder.

Please clarify at the earliest. Also please advise the alternative solution to the customers like me as a transferrable job holder.
