Unable to dial Belgium numbers

We are unable to dial Belgium numbers from our PRI Line. Also we have problems while dialling any Tata Indicom numbers. These two issues were discussed with many of MTNL engineers, they are unable to understand the problems and not solved so far. Dont know who is the right man to do this!
