Access charge cutting

I had booked ticket as dated on 22 aug.which pnr no. IGMCNY.i had cancle this ticket evening time. they were deduct rs. 1500 every ticket.but jetairways costumer representative said that rs. 1000 access deduct every passanger.many times i contact through mail every time they response me that we are forwarding your quert to the concern department for their action.so pls suggest me what i do
