Delay in gas connection

I applied for a domestic gas connection on 7-8-09.My booking No.111176970002789.They sent me intimation letter dated 17-9-09 by registered post. I went to the J.K.agency on 7-10-09 with a Rs 20/- stamp paper signed by a Notary. Im am ready to pay Rs 1770/- as Security deposit for Cylider, Regulator, installation charges, inspection charge for hot plate, cost of domestic gas consumer card and suraksha tube). They insisted me to buy gas stove from there gas agency and refused me to accept Rs 1770/-.They said they want me to pay a total of Rs 4250/- including the cost of Surya gas stove. I possess a standard quality gas stove (IS 4246) and the gas agency is now delaying the inspection by saying lame excuses. Kindly do the needful as am in need of a gas connection at the earliest..
