Formation of Housing Society

Dear Sir,

We are purchased 1 BHK flat in Shivai Garden, Vaiduwadi on Martch 2006 & we are living here for last 3 years. More than 25 members are in our society. We are already paid two years maintenance charge of Rs.15000, but builder is asking Rs.4500 @ Rs.350 per month maintentance charges for next year. Our A wing is completed. B wing construction is going on. Builder is using water, electricity & manpower for construction work. He is not forming society for his interest. He is told us, he is not going to form society till all flat sold

Kindly suggest us what to do in this situation.
