Extra payment while taking the second cylinde

Dear Sir,

This is to bring to your notice that I had taken a gas connection from Kamal Indane Distributor at MG Marg in Gangtok, Sikkim on 15th Dec and was told that the second cylinder shall be given after a year.(Consumer no is K I 01634 and SV no is 207773 dt 15.12.2007)

I did visit the gas company 3-4 times in 2009 and was told that there is shortage of cylinders and the second cylinder shall be given later.

I visited them again in the month of May n then on 16th June9 I was given the second cylinder alongwith a new gas pipe and a fire retardant apron for which I was made to pay Rs170&270 and also Rs 135 as DBC charges.

My question is why was I compelled to pay for the second gas pipe and the apron which I did not require? I would request you to please look into the matter and let me know what's to be done with these?

Would appreciate a quick response to this query!!!
