Phone Complaint

I am Bsnl phone holder since 1995, I moved one home to another home on Company shifted my phone from old home to new home, My tele phone number is 0481-2731651- Since 2003 to till today it was working as seasonal, I was keep complaining, there is an answer always there will be a cable etc... problem... I dont know what to do... I am far away from my home my parents are there recently I send my two kids to my home, 2year old and 7 months old, We have bsnl cell phone but there is no enough net work, there is no result for nothing, I am tiered I couldn't hear my little one's voice since last two weeks... Where do I complaint this matter? My father is going everyday our local exchange and complaing... The authorities are laughing and keep telling tommorw will be ok, we dont have enough workers etc... is it my fault? Every bills are coming properly there is no problems, I am tiered there is no justice
