Not allowed to give exam

I was student of kanpur institute of technology which is recognized by Uttar Pradesh Technology (Lucknow).

i met with an accident, an my doctor seggest me 3 month of complete bed rest. coz i was unable to walk.

so i give medical to my collage, but my collage didnt allow me to give exam, and they detained me with the reason of less then 60% attendence. i also attened all the internal exams and practicals held in collage.

when i was able to walk. but they absent me in all internal exam.

because of this i can not give the carry over exam and also cant take admission as a x student.

the olny option left is to take a fresh admission. but for this i have give the fees again.

please tell me somthin.. what can i do for this issue
