Change of name in the records

I am a married woman. I've got a house in Nacharam which has been gifted in my marriage, the document is on my father's name when I went to the KAPRA MUNCIPALITY to get the document changed on my name they only say that cannot be changed because it is only the plot got registered and not the house, when there is no house how come they are making us to pay the tax, water bill and current bill, when I only said the same they just demanded money, as I am educated woman I only said no, Why should I give corruption then they just say that I should get re-registered the house document once again, I just don't understand-isn't it the mistake of people of the registration's office (UPPAL), offcourse when the registration of the document was done I was not there and my mother being an uneducated person took the document and kept at her place. After so long I was given the document, when the topic of transfer arouse. Hence, I request the concerned authorities to check the matter about the proper registration of the document, people who are getting cheated and deceived by the registration office.
