Car advanced money not returnced by dealer for cancelled deal

I have made a deal to buy Lancer from car dealer whose address is

some time back. On his request, I gave him 5000/- INR advance money. Due to some family problem, I was not able to finalize this deal. I informed him in just 2 days of giving the advance that I won't be able to buy that car at this moment and asked him for the refund.

He requested me for some time and promised me that he will return my advance money once the car is sold. I called him daily for almost 2 months and even when his car was sold, he refused to give my money back. I told him that I will go to consumer court, but he said he don't mind me going into the court. Now its alsmost 6 months but he has still not returned my money.

I request concerned authorities to please take action on him.
