Not received refund money-Rural Electrifiction Corp Ltd (IPO)

My uncle has applied for the Rural Electrifiction Corp Ltd (IPO) - Application no. 41914323 in the name of Mrs. Kiran Kalra but the application is rejected due to some mismatch in amount realized and provided by the bank. For clarifiction of that your people has asked for certificate which shows that amount debited by bank my uncle sent that letter on 26.03.2008 on fax no. 040-23440679 and again sent by mail on 31.03.2008 but till date their is no refund has been given.
