Efund not receive

Hi i m jyoti from hisar i have invest in reliance power ipo Rs 25875 ia have alloted 17 share but till date my share is not credited in my d mat a/c neighter i have received my refund amount. Employee of karvy asked taht we are not able to solve this problem and i m belong to very poor family and my refund balance is 18575.and this amount is wrongly credit in another account .pls help me .my no is 9354312965.
