Delay Refund

I cancelled my Air Deccan Ticket No:-8134192 on 24th July. The Refund ref no is 194384. Since July, I am persuing the case with their CALL centre number, with guest Guest Commitment executives and even with chairman's e-mail. The case is not yet resolved. Rather I have to bear interest charged the ICICI credit card for the said amount. I do not know, where to complain in these cases.
