Delay in refund

I bought a air deccan ticket from pune to delhi on 11th aug. But as the flight was delayed more than 2 hrs, i preffered to take the refund of the ticket as per their policy.

I was assured to get my refund back in 10 days. And now its more than 2 months that i haven't recieved my money back.

Every time i call the concerned depatment, they falsely assure me that its being processed and will get the refund in 2 days. But this has happened at least 15 times, but still no progress.

This has left me in no choice but to feel frustrated. Can anyone let me know how to approach consumer court, so that i can get at least my money back.
