Low interest on the fixed bond

Hi this is venkata subbaiah from kuwait i have an fixed bond in kodur brach which was renewed in November.but my problem is that the rate of interes on renewal is 3% but i came to know that the current rate is more than 6% so i just wanted know that why they didnt put the current rate.please give me the reply i am waiting for your reply.hhere is the details of my account
