STD deactivation

Sir,

on my landline phone 01149535530, i requested for STD deactivation on 13.1.09 via ref. no 59734145 .no action was taken .the STD was still active on 15.1.09.again I requested for STD disconnection on 15.1.09 (ref.no.60045494).this time the STD was disconnected but got activated again.this was brought to the notice of Airtel where i was told that AirTel would be notified and action will be taken.

now i get a bill of rs1846.00 including 259 pulses of STDcalls?

Give me one good reason, why wasnt the STD de activated when i had requested on two different ocassions and if it had got disconnected, why this bill?
