Hopeless service

This is with regards to 108 emergency services in hyd, due to high ferver from the past three days and having swine flu symptomns we actually require an ambulance which was not provided that too after a long discussion over the cal.the reason given by the representative is that until and unless doctor confirms that it is a swwine flu we will not provide you the ambulance. Untill we meet the doctor how could I know whether it is a swine flu or not. I guess people have lot of hopes on 108 services which are becoming hopeless. I request the concern to either educate the representatives or stop the hopeless services.
