Split A/C Installation

I have got LG Split Air Conditioners installed at my residence:
Apt. 303, Tower 3, The Close North, Nirvana Country, Sector 49-50, Gurgaon (Haryana) 122018 on 20th April. Although the complaint was registered on 19th April, A/C was installed on 20th April and full installation fee of Rs. 1500/- and service tax per unit, total of Rs. 3309/- was made on the same day by the medium of cheque. But there was no cooling and the Engineer promised that gas charging shall be made the day after. Additionally, both the A/C were covered under Annual Maintenance contract with LG.
Till today, numerous complaints have been registered but everytime there is a committment for action on the same day and no action is taken. Having been frustrated with the quality of services received, I would like to seek help from consumer complaint cell to help me by filing a case against LG customer service agency.
