Cheating of coustomer by making false promise

I bought one LG LCD TV on Oct.25th from "VGP Ltd, Banerghatta Road, Bangalore." At the time of purchase I was told that as a part of the promotional scheme, I will get a free installation of BIG TV along with three month free subscription. Retailer told me that I'll get the connection within 10 days. But when I did not get it even after three weeks then I started doing followups with him, and he started giving some or the other reasons. Finally on Dec. 10th I got one scratch card from the retailer who told me contact the mentioned nos. and get my BIG TV installed. When I calledup at that number, I was told that the scheme has already expired on Nov.17th.
When I took it up again with the retailer, he said I need to tale it up with the company as he is not a party in this scheme and gave me the mobile no. of LG electronics Marketing Manager (Mr. Abhishek - 9986507630). Since then I have called up Mr. Abhishek several times but everytime his standard response was, 'he has communicated the matter to head office, and only they can take the final call'.
Finally I loggedup my complain on the company's web site (complaint No.: 211220080), but there is no response from this company which claims to be a market leader in customer care. I just want to know, why government should not take necessary action against these companies which consistently cheat the consumer by making fake promises just to push their product in the market?
