Refund of processing fee being delayed for last 8 months

I applied for a housing loan from LIC HOUSING FINANCE LIMITED for which I paid a processing fee of Rs 10113.00 on August 22 (This is the only refundable part of the processing fee as I was told while applying the loan). I planned to purchase a property in Ghaziabad and finally the deal did not went as per my expectancy. Although the loan got sanctioned (Application No. 605336) but I never availed the loan as I din't have the requirement for the same i.e. the loan amount was never disbursed.

Now I have requested for the refund of processing fee amount which was incurred when I applied for the loan. It has already been more than 8 months but I haven't received the refund amount cheque yet. When I talk to the LIC Noida (where I originally applied for the loan) Branch Manager there is no proper response regarding the same.
