Interest payment on refund not received

I had booked an apartment with the Lok Uphaar Project coming up in Virar in 1995. The possession was to be given in about 18 months time. However the project never came up for various reasons cited by them in regular correspondence. After a lot of follow-ups my entire principle amount was refunded in small installments over a period of TEN YEARS. Though they had sent me various letters earlier in which they have promised to pay an interest of 18-21% compounded for the period of delay in refund, they have not paid the same even after repeated follow-ups with very senior manager Mr. Mustafa Patrawala.

For the last one year there is no correspondence from their side (they have shifted their office and the new where-abouts have not been informed).

Kindly guide how should I go about the same.
