Delayed delivery

I am based at Pune. residing at plot no 25, Raksha lekha society, Dhankawadi, PUNE 411043. Our LPG gas Dealer is Rajaram Gas Agency- Dhankawadi. Pune 411043. Vrey often I am experiencing delay in delivery of gas cylinder from this dealer. After the order is booked it takes @ 8 days minimum for delivery. This time I have booked on January 10 Till today there is no delivery. The dealer last four days is promising me to deliver the cylinder. MY CONSUMER NO IS 9345. If I try to book a cylinder even on after 14 days of previous delivery, the dealer refuses to book my order saying that the order booking before 21days of previous delivery is not allowed by Bharat gas company.
