LPG new connection

I approached Sun Gas Agency for new LPG connection. I submitted my driving license for identity, Recent BSNL landline telephone bill for address proof. But they insisted me to produce the rent agreement will land lord, since i am staying in rental house. But the agreement was in plain paper, which he insisted that the agreement should be in STAMP PAPER. I do not understand why they need so. I do not have ration card/ voter id, since i was outside the country for more than 6 years. They just gave the indane customer service number and refused to register my application for new LPG connection

Please let me whether the Agency stand is correct
