HR NOT GIVE ANY RESPONSE FROM 6 MONTH

Dear sir,

in liugong pithampur plant, recentely open, i send my cv from last 6 months back, but they did not give any reply.i call the mobile but they cut my phone not give any response, they are not follow the indian information rights.i want only information, why they allow me for the interview.they give the first preferance out side of state, they only take 10% employes of state.why open the firm in pithampur.
