No new connection event after 1 yea

I have registered for a MGL connection in May and had given a cheque of Rs. 5000 then. Unfortunately, it bounced because it was deposited only in November. In December, I requested customer care to send someone to collect another cheque. Since then I have been calling every month and each time I am told that within 3-4 days someone will contact me. Its been 1.5 years since I made my registration and no one seems to be taking any action to collect the cheque and give my connection. Since last 3 weeks, the customer care phone just keeps ringing without anyone responding at all.

Even their online complaint form never works. They have also mentioned no email address or other phone numbers where complaints can be registered.

If the headquarters is called, they just keep transferring from one number to another.

I will be approaching the Consumer court and ask for compensation for the delay.
