Terror of Chairmen

I am secretary of a CHS in Bhayender (E) having 116 members in 5 wings. Our CHS is registered only 3 months back. Our Chairmen is a illiterate person, always against committee members, and try to take decisions alone even in financial matters. Me and Treasurer has submitted resignation because of his abusing language and threatens, but committee members are not ready to except the same and all are against his decisions. Now he has put a notice for urgent public meeting (not SGM or AGM) without any discussion with committee members inviting all members, committee members, and people staying on rental basis. Is there any law for public meeting in CHS. Please suggest what should we do and how we can kick him out of the post & committee.
