Cutting our electricity supply even though bill is paid

Our electricity supply was cut even though our bill was paid and thus resulting in large losses (in our refrigerator we had stored chicken, milk and other stuff), we were out out of town for a week. all our bills were paid till 21 march receipt no. 036612. we were not informed about cutting our electricity what do they take our phone nos for???
