Excess billing and removal of meter without notice

Meter No. 9000143077 was installed in my row house located at Plot no.350, Dewad TMHstaff New Panvel (Consumer no. 028510671572)

I am employed with Syndicate bank. Once I completed construction of my house and had got the electric connection, I was transferred to Malegoan. I had requested my neighbour to pay the bills on my behalf which did not happen. Now I have been transferred back to Mumbai and serve in the Kalyan branch.

I visited my house on 22nd January. The house was found in bad condition with electric wiring completely removed and aluminum window and electrical meter missing. I visited your office located at Shivom complex and spoke to G V Sapre and informed him about the missing meter. I was told that the meter had been removed by the department since the bills were long due. I requested for a duplicate bill. The due amount of Rs. 6060/- was paid. Surprisingly I was not served any notice before MSEB removed the connection.

One more visit to the MSEB department was made to request in re-installation of the meter. I also wanted to see the meter reading, since my neighbor has seen the reading to be “34” which would not amount to the kind of fine levied. I was told that the meter which was removed was not available with them. Even after waiting for 30 minutes Mr. Sapre was not ready to send the wireman Mr. Thakur to visit my site to inspect the cable. Later I was instructed to pay Rs. 200 to the wireman for his services but still the wireman was not willing to come along for inspection. I then returned to my house in Dombivali.

As per the instruction of Mr. G V Sapre (9987598047) I was asked to remind him for reactivation of the bill and pay the minimum charges after 10th of next month. When I called him on 12th instead he spoke to me in a very abusive language. He said I was supposed to talk to him before going back home. If I had paid him Rs. 200 he would have arranged things accordingly. I was instructed to come on 19th if I am interested or else go to hell.

I was surprised to hear a very abusive language from a person in public service and wanted to bring this the notice of higher authorities.

Mr. G V Sapre is a retired employee and he is working there as an officer to verify the bills and asks the consumer to pay the amount as per his wish after taking out the account statement.

How should I move forward and register a formal complaint in this matter so that I can get my original meter re installed and get refund of the inappropriately paid fine.
