Fraudulent charges/over charged

After going all the way to the payment screen with approximately Rs. 8000 for two tickets from Cochin to Bombay, I was billed Rs. 13, 000. As I was in a hurry, I did not notice that. Only when I received the SMS did I realize the fraud activity. Even today, Kingfisher and makemytrip.com claim Rs. 8000 for two tickets. Referring it to customer service is useless as they claim that the amount was 13, 000. I wonder how they are allowed to operate when they employ such bait-and-switch activities so blatantly. Polling the internet, it appears that this trend has been going on for 2-3 years now.
