Some personal problem i have cancelled my flat

Dear sir / madam

my name is chetan anant kothere m have book my flat in shivane in pune in before 7 months. i have paid 3 installments 1) 11000 2) 50, 000 3) 2, 00, 000. firstly builder said that 1450 rate is fixed then last feiw days he increse the rate of falt. then i decided that this flat booking is cancelled. then builder said that your 50, 000rs is cut & he said that this is builder rule .i have not done the agreemnt only book the flat then this is true or rong. ple solve my query as early as possible
