Out going call not work

Now i am in china my wife and child in india. my mobile no is 9958449888. in this phone my wife cant not call any where also in india. out going call can not do. i also pay my all bill in timely and when i come befor china i alredy pay 1500 rs.extra money after that why i face this problem. please solve this problem as soon as possiable.
