Marriage Certificate from Gurgaon

I live in gurgaon and got married in Noida.

I have all the documents which are required to have marriage certificate and as per rules any party grrom or bride can apply for a marriage certificate at the place where they live.

But, as per gurgaon authority they will not issue a marriage certificate from gurgaon because I got married in Noida.

My wife is from himachal and we got married in noida so she has no residence proof for noida.

It is clearly mentioned in the hindu marriage act that either groom or bride can register their marriage from the place they live then why Gurgaon Authorites are not ssuing marriage certificate when I have all the proof.

Please help.
