Insufficient bandwidth

Above said i recently taken from B S N L BUSINESS PLAN 1 TO 8 MBps . we have got 1 st day upto 4 MBps that is the 1 st and final day we have seen till i have recived only 1 MBps at present. i al reddy complaint in anekal exchange and bangaloru exchange please slove my problem as been as possible.
