Only 7 Kg LPG delivered instead of 14.2kg

I suspect that the cylinder has been used by others and delivered to the home use. Only 7 kg of gas has been delivered instead of 14.2 kg. who is going to take responsibility on this? what kind of action can taken with this kind of attitude?

Please take necessary action at the earliest. I will be happy to receive the geninue LPG with the original cost. I hate cheating ): :) :)
