Permanently Locked Street gates

I am the resident of Shalimar Bagh BK block WEST, some of the residents of our block have erected gates at the almost all the entrances of the block. These gates are locked and unlocked at their wish only. One of the gates which is the most trouble some to all of us is the side lane gate which faces towards Shalimar Bagh Club road. This gate has been permanently locked (the whole gate, no space for an individual as well). We have to use a longer path through BL block to reach that side of the road. I am not sure if they are allowed to do that, please help us finding way out of this situation.
