Denying to give bill

I purchased some medicines from a medical shop and when asked him for the bill, he simply tried to change the topic that what you do with bill? and why you need it? bla bla.

When i stressed for bill he insulted me.

So please tell what to do?

Which department is related to all this where i have to forward complain?

Please guide me what to do?
