Very very slow connections speed

I m subcriber of meghbela broadband they powerd by airtel & my local operator s name is startek, i m using 128 kbps packege what worth 400 /- / month, but still i m not reciving that much of speed what i deserve, as per 128 kbps packege that speed (download) should be minimum 16 to 20 kbps, but i m reciving less than 5 to 8 kbps regularly it too slow for me, im complain more than 20 times in a month, & they r still doing nothing. as per my computer is concern my computer is absolutly fine & healthy possition, please do someting for me as soon as possible. thank you ..
