Mehendi cones
Verify adulteration

I stay in Mumbai. I want to know how to verify if the mehendi cones available with small shops selling cosmetics and ornaments has been adulterated, as the color on the hand looks very artificial. These are unbranded packets and if containng harmful chemical can cause quite some harm to the skin. Isnt there any department to verify the quality and grading of these packets?
